Egypt’s Agricultural Quarantine Department issued updated strawberry export instructions for the 2026 season, tightening requirements across farm registration, packing station certification, pallet treatment, variety rights and residue analysis. The changes matter to buyers as much as to exporters, because several of them determine what paperwork can legitimately accompany your container.

Read that table and the operational consequence is obvious: with a 10-day certificate validity and a 15-tonne cap, a continuous programme needs sampling scheduled as a rolling process, not as a one-off step before a shipment.

Farm Registration and Coding

Every consignment must originate from a certified and coded farm registered with the Agricultural Quarantine Department. Each approved farm carries a unique code that appears on the export documentation, which is what allows produce to be traced back to source if a quality issue arises.

Certification requires demonstrated good agricultural practice and maintained spray records. Farms without it are excluded from export entirely, which means the supply base for a season has to be settled before the season, not adjusted during it. Certified Packing Stations

Inspection and packing must take place inside a certified packing station. Certification evaluates hygiene, equipment and cold chain capability, looking specifically at cooling systems, sorting areas and storage zones, and requires documented cleaning protocols and a pest control programme.

Certificates expire annually and renewal requires a fresh inspection. A buyer contracting across a season boundary should confirm the station’s certificate covers the whole contract period.

Wooden Pallets and ISPM 15

Wooden pallets must conform to ISPM 15, the international standard for wood packaging material. Each pallet must carry clear marking showing the heat treatment or fumigation applied, with the Egyptian seal present on treated pallets.

Unmarked or improperly treated pallets can hold a shipment at the destination port, and this is a failure that has nothing to do with the fruit. Pallets should come only from certified treatment facilities. The fumigation report is deducted from the original certificate during export permit processing, which prevents two shipments claiming the same treatment.

Variety Rights and the White List

This is the requirement least familiar to buyers and the one most likely to stop a permit. Where a strawberry variety carries intellectual property rights, the exporter must show proof of registration with the variety owner, and the quarantine inspector verifies that the exporting company appears on the white list the variety owner maintains.

Without that verification, the export permit is not issued. Registration involves a licensing agreement with royalties payable per kilogram exported. Most commercially significant modern varieties are protected, so the practical assumption should be that rights apply unless established otherwise.

The consequence of getting this wrong goes beyond a denied permit: rights holders can pursue damages and exclude a company from future access to their varieties. For a buyer, the question to ask is simply whether the supplier is on the white list for the variety being offered.

Residue Analysis: Tonnage and Validity

Sampling for residue analysis must come from farms approved by the Agricultural Quarantine Department, and three limits govern how the resulting certificate can be used:

  • 15 tonnes is the maximum quantity a single analysis certificate covers for sea and land shipments.
  • 3 tonnes per day per company is the air freight allowance, with deductions made against the original certificate.
  • 10 days from the result date is the validity window, for air, sea and land alike.

The original certificate must accompany the shipment documents on sea and land consignments; photocopies and scans are not accepted. On air shipments a copy attaches to the documents while the original goes through deduction processing.

The 10-day window is the tight one. Sample collection and laboratory turnaround have to be timed so the certificate is still valid at loading, which in a peak week means booking the sampling before the fruit is ready rather than after. The Deduction System

Deduction is how the authorities prevent one certificate being used across several shipments. When a consignment is processed, the tonnage claimed is marked against the certificate’s authorised total, and the original receives a physical stamp showing the amount and date.

Attempting to reuse a fully deducted certificate is fraud, with penalties to match. The system applies to both residue analysis and fumigation certificates, and it is the reason original documents rather than copies are required.

Certificates also have to remain valid against the strawberry collection round dates, and the collection round calendar varies by growing region and with the weather. Late-season harvest extensions are where validity problems usually appear, so additional sampling should be discussed with the laboratory before it becomes urgent.

Frozen Strawberry Rules

Frozen strawberry exports must be processed inside a certified factory rather than a packing station. Factory certification covers freezing equipment, temperature monitoring and food safety protocols, and examines blast freezing capability, storage capacity and backup power.

The farm requirements carry across unchanged: frozen exports must originate from certified and coded farms, and the same variety rights registration and white list verification apply. These controls sit behind a category in which Egypt holds first place worldwide for frozen strawberry exports.

Country-Specific Requirements

United Arab Emirates

All fruit and vegetable consignments to the UAE, strawberries included, must carry a residue analysis certificate. This applies to fresh and frozen product alike, with no exception for small quantities.

Saudi Arabia

Saudi Arabia requires samples from approved farms, with a maximum of 30 tonnes per shipment covered by a single analysis certificate, double the general limit. The import permit number must appear on the inspection form, and permits are valid for 15 days from issuance.
